When the daughter of veteran 911 call centre operator Pamela, and also her estranged husband Jeremy, a Senior Police Officer, is kidnapped and held hostage, they were left desperate, without a choice but to follow the kidnapper's rules: send messages through dispatch for all police and fire units to scatter to remote locations all over the city where they are filled with turmoil. If they fail to discreetly collaborate with one another not knowing who or why that they do know is - they're solely responsible for facilitating the crime in the foundation of the city. Now they must race against the clock - spare the town - or save their daughter.
